The Puerto Rico Blockchain Trade Association (the Association) was established to build an inclusive crypto community and propel Puerto Rico to the forefront of blockchain innovation. Be you a day trader or just cryptocurious, native or newly arrived, start-up or established corporation, this association is for you.

We envision Puerto Rico as the destination for technology entrepreneurship and blockchain initiatives. Puerto Rico has demonstrated its commitment to spurring economic development, attracting new talent and business, and positioning the island as a leader in the cryptocurrency space by implementing Act 60. We want to build on that progress with local blockchain legislation and free public education.

Meet The Team

Our team is composed of technology oriented individuals who are moved by the crypto scene in Puerto Rico and are committed to share their experiences and knowledge with others.

Executive Director & Co-Founder

Keiko Yoshino

Keiko is focused on building an inclusive community and advancing blockchain friendly laws in Puerto Rico. She is an experienced public policy attorney and lobbyist from Washington, D.C. where she previously served as Legislative Director to both a City Council member and the Deputy Mayor of Planning and Economic Development.

Keiko has extensive experience navigating controversial issues, building coalitions, and working with state and local government to achieve favorable outcomes.

Co-Founder and Advisor

Giovanni Mendez

Giovanni serves as legal counsel and tax policy advisor to the Association. With over a decade of experience in tax law and corporate restructuring, Giovanni is the leading authority on Act 20/22/60 and cryptocurrency in Puerto Rico. Admitted to the Puerto Rico and United States Tax Court, Giovanni has advised clients at both the state and federal levels. His clients include Fortune 500 companies, tech, pharma, telecoms, e-commerce, private equity investors, and high net-worth individuals.
Full Stack Web3 Director

Timothy Mendez Feliciano

Timothy Mendez Feliciano is a Full Stack Web3 Director with a strong foundation in full-stack development and Web3 technologies. He is currently pursuing a Master’s in Computer Science at Arizona State University, specializing in Software Analysis & Design. Proficient in Python, Solidity, and JavaScript, Timothy has developed numerous Minimum Viable Products (MVPs) using blockchain frameworks and decentralized principles.

His technical expertise spans the development of scalable and secure Web3 applications, utilizing tools like React, Next.js, Solidity, and Hardhat. In addition to his work as a developer, Timothy is passionate about mentoring aspiring engineers, having presented at Holberton Coding Academy and facilitated mock interviews and workshops. His vision is to continue advancing the Web3 ecosystem and inspire the next generation of developers, with a goal of becoming a professor in the future.

Director of Special Projects

Jack Weinstein

Jack Weinstein is the Director of Special Projects at the Puerto Rico Blockchain Trade Association (PRBTA). With a B.S. in Informatics from the University of Washington, Jack is responsible for driving key projects across the organization, including web development and management, the development of the internship program, and writing grant applications.

In his role, Jack takes on a variety of tasks as needed, ensuring the successful execution of important initiatives that support the mission of PRBTA. His background in informatics and strong project management skills allow him to navigate the complexities of technology and organizational needs. Jack is dedicated to advancing the goals of PRBTA and improving the digital landscape in Puerto Rico.
